In 1994 the SAOU decided to establish two entities which were intended to empower its members and also to assist schools in dealing with the changed educational landscape which was anticipated after the first democratic elections in that year.

The South African Foundation for Education and Training (SAFFET) was planned and brought into being in 1996, and in its initial form
concentrated on external empowerment of schools and on the development of generic documentation which was made available to schools on a wide range of topics, including school governance and school management. SAFFET adopted as its point of departure that advice to schools should be based on academic rigour, and over the years developed and distributed to member schools a wide variety of inputs on
education-related topics. SAFFET also conducted frequent in-depth workshops for school management teams and school governors.

As the contours of the education system changed, SAFFET altered in form and focus, and since 2009 has been the external training arm of the SAOU, and has concentrated specifically on school management issues, as distinct from school governance. Its Manual for School Management is used in close on 1000 schools nationwide, and the training it offers to principals has been done in collaboration with provincial education departments.
